About Terry

Terry Thomason advises and represents companies that compete for and perform government contracts.

He has worked as a government contracts attorney for more than 35 years in both federal and private sector positions. His experience covers all aspects of federal, state and local procurement law, including protests, disputes, claims, suspension and debarment actions, small business preference procedures, labor relations, employee rights, wage payment laws and EEO compliance.

His clients include many small businesses, Native Hawaiian Organizations, Veteran-Owned Businesses and other “preference eligible” enterprises.  Terry and the entire AHFI government contracts team focus on helping local companies win and successfully perform federal and state contracts throughout the U.S. and the Pacific region.

Prior to entering private practice, Terry advised federal agencies in a wide range of legal issues. His federal service positions included assignments as Deputy Legal Counsel in the Office of the Chairman of the Joint Chiefs of Staff, Labor Advisor to the Assistant Secretary of the Army, and chief counsel to the Commander, U.S. Army Pacific.

As the Labor Advisor to the Assistant Secretary of the Army, Mr. Thomason chaired the Department of Defense Committee responsible for drafting and interpreting federal procurement regulations governing compliance with labor standards laws such as the Davis-Bacon Act, the Service Contract Act and related laws.

Terry earned his Bachelor of Science Degree from the United States Military Academy. He also received a Juris Doctor Degree (cum laude) from Creighton University School of Law and a Master of Laws Degree from The George Washington University School of Law in Washington, DC.
